A cover-up is a design problem before it is a tattoo. The artist looks at how dark and how old the existing ink is, where its lines run, and how much of it can be turned into shadow inside a new image. Dark saturated work needs a bigger, darker design over it; faded line work leaves far more room. Sometimes the honest answer is that a few sessions of lightening first will give you a much better result, and you will hear that.
A rework is the gentler version: keeping a piece you still like and fixing what went wrong with it, whether that is a blown line, patchy color, or an unfinished section. Send a clear photo in good light and we will tell you which route the tattoo actually supports.
